An [El Cerrito police] officer stopped Michael Perkins, a 45-year-old Richmond resident, at about 9:15 a.m. on suspicion of driving a stolen car, Garman said.

The officer then discovered that Perkins had allegedly just stolen items from the Longs Drugs at 670 El Cerrito Plaza and, according to police, still had the stolen property with him.

Perkins was also allegedly in possession of crack cocaine at the time of the stop, [ECPD spokesperson Susan] Garman said.
